Leviticus 22:23

Either a bullock or a lamb that hath anything superfluous or lacking in his parts, that mayest thou offer [for] a freewill offering; but for a vow it shall not be accepted.

This is Bible verse is talking about the Free will offering which indicated that they were given a choice to choose what they prefer. Free will is about choice, the power to choose.

Leviticus 23:38

Beside the sabbaths of the LORD, and beside your gifts, and beside all your vows, and beside all your freewill offerings, which ye give unto the LORD.

In the Old Testament, a free will offering is given to our God which they will be given the right to choose what they want to offer between some certain things which isn’t so as for other sacrifice/offerings to God.

Numbers 15:3

And will make an offering by fire unto the LORD, a burnt offering, or a sacrifice in performing a vow, or in a freewill offering, or in your solemn feasts, to make a sweet savor unto the LORD, of the herd, or of the flock.

Proverbs 16:9

The mind of the man plans his way, but the Lord directs his steps.
This is saying that a man as his free will, the choice to plan his own way. It is a power and privilege given to us by the Almighty God.

Leviticus 18:5

So you shall keep My statutes and My judgments, by which a man may live if he does them; I am the Lord.

It is a choice for man to keep God’s statutes or not but as said every man is responsible for his choices. Every decision and choice have consequences either good or bad consequence.

Ezekiel 18:20

The person who sins will die. The son will not bear the punishment for the father’s iniquity, nor will the father bear the punishment for the son’s iniquity; the righteousness of the righteous will be upon himself, and the wickedness of the wicked will be upon himself.

This is saying every man is responsible for his choice either right or wrong and any punishment or reward that follows will be his and his only.
